Are there any W-Fi hotspots open to the public in downtown Reno? I'm trying to figure out if I have any alternatives to Silver Legacy's $9.99 daily Wi-Fi fee for hotel guests.

You could go to Harrah's at their $12.00 fee. Look for a Starbucks...most of them have it. |

But, most Starbucks (in my area, anyway) use T-Mobile as their wireless provider. T-Mobile charges 9. 95 per day, unless you have a monthly deal of some kind. You might try http://www.wififreespot.com/nev.html They have several places listed that might work.
